it's supposed to be getting snugged up for the winter, but the lister just looks more and more exposed al the time. how does this happen?

It happens when a city doesn't care about a beautiful building for 15 years. It happens when the owner wants to kill it's investment. Raze it to the ground so they can build a generic retirement home, better suited to a location on the East Mountain.

Too little love, too late.
